GOP budget plan means cuts for libraries, mental health
The state Senate passed a plan with no tax hikes, but it would slash funding.

Trish Calvani dreads the possibility of a Republican-sponsored spending plan becoming the basis of the new state budget.

The budget proposal, which has passed in the Senate but thus far stalled in the House, would cut state funding for York County libraries from the current $2.4 million to $900,000.

It couldn’t come at a worse time, said Calvani, president of the county library system.

“Libraries are bursting at the seams, serving the unemployed and their families and those who are most in need right now,” she said.

State Sen. Mike Waugh, R-Shrewsbury Township, who voted for the Senate plan, has a different perspective.

According to Waugh, state funding for public libraries increased 60 percent during the past five years.

As far as he’s concerned, therein lies one of the major problems when it comes to distributing state funding. In good years, nobody questions the state’s increasing funding for various programs. But make a corresponding attempt to decrease funding in bad years, and all of a sudden you’re the bad guy.
