It is true that 55% is a majority and 45% is a minority, it isn’t a small percentage, so the library has some healing to do. What surprised me was that 60% was needed to pass it, rather than a majority.

Super-majority votes are not that uncommon when it comes to spending money or raising money on a local, municipal or even state level.
These are the rules and everyone knows them beforehand. In elections, there are winners and there are losers.
