    This is a surprise?
    Wikipedia tacitly encourages plagirism and this has been discussed here before. Do you think everybody at Encyclopedia Britannica quit their day jobs to work for free?

    “Wikipedia editors have been reviewing the 142 articles and have declared a handful to be OK because copied passages came from the public domain.” They are wrong here, falling to a common confusion between “fair use” and “plagiarism.” They are not the same thing. The former has to do with copyright but the latter does not. It is concerned only with giving credit where it is due. It matters not how old the words are. If they are not yours you need to cite the source. Failing to do this, regardless of copyright, is called plagiarism.
