I seldom use this word, but the director or supervisors who refused to provide library services to someone (especially someone willing to pay a fee) are assholes.
Based upon the brief reading I did of the AGO opinion and laws of the state I feel they are on remarkably thin ice. If any librarians should be jailed it is those that refuse access to the collection.
