Proposed Bill Prohibiting Gay Art in Libraries, et al

    Funding thought
    To me, the funding part at the start of the bill seems quite similar to the gambit followed by the US Congress in attempting to have states adopt .08 as their Blood Alcohol Content limit for automotive vehicle operation. Congress could not directly prohibit such. How did it accomplish the goal? It tied continued access to federal highway funds to states meeting the condition of adopting the .08 BAC limit. If memory serves, Ohio and Pennsylvania continue to have access to federal highway funds due to adopting said limit.

    This will prove interesting to follow, of course.

    Congress has had success before with linking the Federal funds and desired changes in alcohol law. Back in the mid 1980’s they wanted to make the beer/wine/liquor sales minimum age uniform nationwide, and used the threat of withholding a portion of federal highway funds to get the states to toe the line. It was quickly and proudly signed into law by that unresting foe of Federal Government overreach, Ronald Reagan.

    I lived in Northern VA at the time. VA, MD, and DC all got with the program over successive years, in that order. I think I recalled hearing that some states further west (Montana? Wyoming?) held out for a while, but ultimately caved.

    When Congress finds a method that works, they stick with it.

    The question here really is, How much sexual art is in libraries?

    Because unless they are posting big pics of male female couples getting it on, why is this even an issue?
