Masturbation in public libraries is so common that some libraries carry haz mat kits to clean up the results and sometimes dozens of people line up and cheer for the masturbator. Cases are invariably in libraries with unfiltered Internet access. Often children witness this behavior. Sometimes the librarian reaction is so what–just don’t look next time while we ask him to move to a more secluded computer. The problem may not be the masturbators — it may lie with a passive/permissive policy perpetuating prurient penile peccadilloes perchance.

We have filters on all our computers here at St. Paul Public, including those accessing internet through wi-fi on laptops.

If so, if this guy was using a filtered computer to masturbate, and if that filter was not disabled or was not ineffective, then this is new information to me and I thank you for bringing it to my attention. Honestly, it’s hard, so to speak, to investigate such things, so please understand.
