Libraries get windfall from penal fines

The library receives penal fine revenue from district courts in Gratiot and Midland counties. With 9,000 registered patrons, the St. Louis library service area reaches into portions of Pine River, Bethany and Emerson townships in Gratiot and Jasper Township in Midland.
Probation officer Doug Lilly explained most penal fine revenue is derived from traffic violations on M-46, U.S. 131 and M-57.

The Michigan Constitution requires that all fines collected for violations of the state penal code be distributed by the county treasurer to public libraries on a per capita basis. Lilly said a judge has discretion on setting a penalty amount and determining a breakdown.
