Libraries Director Seeks Bills He Says Were Inflated by Building Authority

Knox County (TN) Public Libraries Director Larry Frank is confounded by the leap in the library’s utility bill from last year to this and is dueling with the Public Building Authority over those bills on the public records. Knox News story.

Frank sent his own public records request: “In response to your e-mail and the posture of PBA toward the Knox County Public Library, its customer, the library administration requests copies of all charges and methodology used by PBA for all costs assessed to the public library system from fiscal 2004 to date.

County Commissioner Victoria DeFreese has a resolution before the commission to sever the relationship between PBA and the libraries, allowing the library system to contract for its own maintenance, custodial, utilities and other services.
