On July 28, 2003, Representative Xavier Becerra (D-CA) introduced the Librarian Education and Development Act of 2003 (H.R. 2674). The Librarian Education and Development Act amends the Higher Education Act of 1965 to provide for certain types of student loan forgiveness for librarians in low-income areas where public schools have a combined average of 30 percent or more of their total student enrollments composed of children counted as disadvantaged under title I of the Elementary and Secondary Education Act of 1965.

    No education link
    I support this type of intiative but I’d rather not see the link to schools but to the community as a whole. Too many people think public libraries are an extention of the school system instead of being a seperate entity. A public library in a low income area offers resources for adults who are unemployed and looking for work, trying to learn new skills to keep the jobs they have, how to budget their money, and how to make the most of the money they have.

    I suspect two significant reasons for it being attached to schools. First is that Title I qualification is easy information to come by, and is updated frequently compared to other poverty statistics. Second is probably political expedience. It is easier to sell pro-education initiatives than anti-poverty ones.
