But each manager will tell you, whether you like it or not, the homeless are welcome as long as they aren’t breaking library rules.
“The idea is that we need to create a safe, functional library for the whole community to enjoy,” said Tom Hehman, director of the Wicomico Public
Library. “Different groups cause different problems. Everybody’s welcome but everybody has to behave.””
