“The fundamental challenge for social policymaking in the museums, libraries and archives domains is the difficulty of evidencing the broad social effects which result from the work of the sector. There is no immediate solution to this problem, but there is an urgent need to develop a more systematic approach to researching and monitoring these outcomes. Our review and consultation has shown that progress is being made but it is slow and patchy.””
