Forget CIPA–Fraud putting E-rate in peril

Following up on a January report by watchdog group, Center for Public Integrity, the U.S. House Energy and Commerce Committee is expanding its investigation of the $2.25 billion E-rate program. The Center began its investigation after FCC audits uncovered abuses that ranged from clerical errors to false billing and other fraud potentially involving hundreds of millions of dollars. Almost 90 per cent of schools and libraries receive E-rate discounts for internet connectivity. The House Committee is calling for participants (who provide service through a competitive bidding process), such as IBM, to hand over all documentation relating to the program.
