Catch-22: library too big and too small to get needed funding

The Scucog Memorial Public Library (Port Perry, Ont.) is caught in a funding Catch-22. Port Perry, population 20,173, is too large (by 174) to qualify for a Trillium Foundation grant for small municipalities [pdf], which uses 2001 census figures to determine eligibility.
