Arrest forthcoming for teen involved with Blaster

An 18-year-old suspect has undergone questioning for his involvement in creating a variant of the Blaster worm. The suspect’s version caused much more damage than the original Blaster. He is expected to be charged as an adult. More from Reuters. The originators of Blaster, which was created to illustrate security flaws in Microsoft Windows, have not been identified yet.

    That’s like arresting thieves and vandals of a neighborhood corner convenience store instead of putting a lock on the door.

    Uhhh.. could someone explain to me why there is a question as to whether an 18 year old will be charged as an adult? Isn’t that a given?
