It’s no coincidence that the success of public library referenda is closely associated with the current state of the economy. For example, there has been an “elastic� relationship since 1987 (the last crash before 2000), between the DJIA and the percentage of referenda that have passed.

But recall that the year 2000 also marked the inception of CIPA. Is the economic “cause and effect� relationship entirely accurate now or as easy to discern? We’ll see.
