Today’s “Masturbator-In-Cuffs” story brought to you by Neenah, WI. Police arrested a 21-year-old Neenah man Monday night for the alleged masturbation incident that occurred April 2 at the Neenah Public Library.
Lt. Jeff Malcore said an anonymous tip from a resident led to the arrest of the suspect on two counts of lewd and lascivious behavior — one count for the library incident and one count for a prior act. The case was referred to the Winnebago County district attorney’s office for formal charges.
