The attached table shows the same library systems in Part I, from a perspective that may prove more useful. The top twenty-five libraries have now been associated with the average librarian salaries for their own areas, as defined by the U.S. Department of Labor’s Bureau of Labor Statistics.

The average beginning salary for public librarians is somewhat less than 75% of that for all librarians in the defined area. In some places the average figure is substantially lower. Only one library system paid new librarians in excess of the average for the MSA/PMSA.

This analysis may represent the fairest means of determining fair starting salaries among library systems which are best situated to improve the pay of their starting librarians. The 75% figure is hardly an unreachable goal for most of those who fall below that level, and may be a good bottom line for the establishment of policy.
