The man was pushing a baby stroller when the security gates started beeping at the Council Bluffs Public Library.
A staff member looked inside the stroller and found 17 books and DVDs. After being caught, the man was asked to return any other items he had taken on previous visits.
He dropped off 403 materials valued at more than $12,000. Last month the man was charged with theft.
