Who does Mr Robert A.Neinast think he is, to challenge the libraries Customer Code of Conduct, which prohibits “improper dress, including bare feet”? He is not being hard done by because everybody else has to abide by the code. So, what’s his problem? Anyway, codes of conduct and dress code is common in lots of places such as workplaces, clubs, schools, etc.
