Libraries should not be at the cutting edge

icWales Columnist Dylan Jones Evans writes on the sorry state of higher education in Wales. He says it is clear that if we are to create a 21st century economy in Wales, then we must have a strong and financially viable higher education sector that can compete with the best in the world and one that certainly that is not forced into cutting vital services such as libraries that are at the heart of the creation of a knowledge-based economy.
