Blake “sends this piece from The Times Herald (MI) about the St. Clair County library system where the county is asking the library to consider governing itself under its own district.
A district library would be independent of the county. It would have to pay for its building, employee retirement and other overhead costs. Currently, library employees are county employees and get county benefits and retirements. However, a district library would have direct control over its budget.
