Ghosts at the Library?

Anonymous Patron writes The Phoenix – Ghosts at the Library?: Phoenixville Public Library Executive Director John Kelley walked investigators from the Chester County Paranormal Research Society room-by-room through the building, giving them a brief history of the Andrew Carnegie-established institution.
From the original part of the building, which was constructed in 1902, to the downstairs Children’s Library that has been converted from a leaky storage area, Kelley described in detail the extensive renovations that have been done.
What Kelley left out of the history, however, was the long list of what he describes as paranormal experiences that he and others have had inside the library.
Sitting in his office while the investigators made their final preparations, Kelley talked about the library and the three ghosts said to inhabit its walls.
“One of them is a lady who is in the attic,” said Kelley. “She’s wearing a bustle dress, a high hat and having a grand old time.””
