City: Library board is able to outsource

In a move that surprised and pleased some Jackson-Madison County Library Board members, attorneys for the city of Jackson filed a motion Thursday to oppose Madison County’s position that the board doesn’t have express authority to outsource library services.

During a meeting Thursday, Library Board Chairman Gary Kerr announced that attorneys for the city had filed a brief in Chancery Court stating that the board does have the power to privatize. The brief filed by law firm Spragins, Barnett & Cobb for the city also says the county cannot limit the board’s ability to enter into contracts.
