    Who has had to cross the border with a multitude of materials, also importing etc.

    This really doesnt come into play unless the items being imported are planned for “resale”

    We have a funny little situation where you can posesses and own alot of materials, you can’t just obtain them.

    Does that make sense?

    Does the sentence make sense? yes. The policy? no. The closest we probably have here is some states have laws where you can posess fireworks, you just can’t buy them or light them.
