SomeOne writes “Voters in New Rochelle, NY, are being asked to approve a new tax to pay for a library system that the city had previously financed. If it is not approved, the city’s two libraries will have to close July 1, and residents will not be able to borrow books in nearby communities, which extend that privilege only to towns that reciprocate.
