Here is a blog post about the ability to keep Overdrive library books on the Kindle for extended times.
Seems that if you keep the wireless on your Kindle off library books will not expire.
The good faith way that people might see this happen is if you are using your Kindle in a remote location without access to wireless for an extended period. (e.g. Person in Navy that has Kindle at sea for 6 months)

At the library I use ebooks can be checked out for 1 or two weeks. If you select 1 week for your checkout then you can checkout 3 books per week or 12 books per month. In a year I can have 144 books on the Kindle. Because the books do not expire I do not have to have them read in 7 days.

No your original point does not stand because you are not understanding that there is a way to get around the three checkouts.
On day one I check out three books.
Book 1
Book 2
Book 3
One week later the books are due. But if I keep the wireless on my Kindle off all three books are still on the Kindle. I check out three more books.

How do I get the books on my Kindle without using the wireless? If I turn on the wireless I lose books 1-3. I load books 4-6 using the USB cable. Now on my Kindle I have books 1-6.
A week later books 4-6 are due. The library computer shows they are expired and I can check out three more books. I check out books 7-9. I load books 7-9 via USB to my Kindle.
So we are three weeks in and I have books 1-9 on my Kindle. They are fully accessible and I can read any of them.
The only way your point stands is if you allow only 3 books to be checked out EVER. Then you are correct. But if I can check out 3 new books per week I can have multiple books on my Kindle as long as I keep the wireless off and load all future books via USB.

I guess I misunderstood your point in my late-night haze.
Our library restricts checkouts to five titles in total. So its a different set-up than yours. I am not sure if using the USB cable would bypass the five checkout rule that we have imposed.
Audiobooks too
I know for a fact that there are also ways to get audiobooks into an unprotected format that can be kept longer. I am surprised, though, that the format used for Kindle books doesn’t include a built-in expiration date. Though you could always change the date on the device.
