Optimistically, the end of the six-page report states: “Because FY2007 appropriations have not been enacted, there could be subsequent opportunities in the legislative process to address this issue if the 110th Congress so chooses.”
Signing Statement would keep them closed
Even if Congress votes to keeps the libraries open, I’d bet we’d get a presidential signing statement that says that mandating library hours is a violation of the unitary authority of the executive branch.
I pray that President Bush gets taken to court over these signing statements. Any President either needs to obey laws as written, pick up his veto pen or sue Congress. Our constitution doesn’t allow the executive to pick and choose which laws it will obey. That’s why it’s called the executive branch.
