The statement that this public library decided to “save a little money” is not quite right – what the Russian says is “the library has no resources (ie, money) for repairs of the building, thus they use the materials at hand.”
While public libraries generally in Russia are doing far better on average than ten or fifteen years ago, it varies considerably by region. Apparently things aren’t going so well for the public library system in the city of Samara.
