Initially I thought this was some kind of puzzle/joke (figure out what '%3CA%20HREF=' means) until I realized that was ASCII for '<A HREF' and that the link had been done incorrectly. From the source code of the site it seems the link should go to http://research.microsoft.com/microsoft.com>.
