This is like jumping off a ten story building and for each story giving a progress report by stating, "so far so good." As far a 9/11 goes, there is a lot of blame to go around. The important thing is to minimize the chances of it happening again.
In addition, this is a hedging it a bit because it doesn't take into account the two bombings at the American embassies in Kenya and Tanzania in 1998. Contrary to popular belief, embassies are not considered American soil; however, American embassies are used by American diplomats and citizens and many of them died in those bombings. In all, although technically correct you give them impression that no terrorist acts occurred under Clinton's watch that affected American citizens or assets.
