For a heavily-illustrated book (and yes, I see that scans of the illos are in the Gutenberg files), I think that's a reasonable choice. If I wanted to own the text, I'd probably pay the $11.
But what I'd really do is log on to my local library, see if they have it--they do, either in a two-volume 1899 edition or as part of "complete Mark Twain travel writings"--and go borrow it. Easier to read and all that...
It's nice to have choices. In this case, all three choices make perfectly good sense for different situations.
