WV Libraries survive on small budget

Charleston Daily Mail has some sad news. West Virginia ranked sixth nationally in state funding for libraries, with $4.70 per capita, for fiscal year 2004 in a report released Aug. 8 by the National Center for Education Statistics,

However, that study also ranked West Virginia 50th for total operating revenue per capita, $15.49. Mississippi was last in the rankings, which also included the District of Columbia. Neighboring Ohio had the highest total operating revenue, with $56.77 per capita. The national average was $32.21.
