Top 200 libraries
If the top 200 largest public libraries in the nation each contributed $500 to a common fund you would have a pool of $100,000. The libraries could then put out a notice that they were looking to purchase the rights to exclusively distribute a book.
There is good content out there that is being missed by the major publishers. I think the libraries could find a quality work to buy.
