Government Red Tape Chokes Distribution of E-Rate Funding

The General Accounting Office, the research arm of Congress, issued two reports last month concluding that overly complex rules are hindering the goal of the law to provide lower access costs to schools and libraries. In fact, even though the program is in its fourth year, hundreds of millions of dollars allocated for the first year of the program have gone unspent.
