City library staff in balancing act regarding homelessness

The no-sleeping policy highlights the difficult ethical challenge that library staff face in weighing the needs of patrons. It's not a balance

The Library is not a place for sleeping in. Anything else is ok, keeping warm, reading etc.
Library Rules should be enforced whether it's a drunk or a misbehaving teenager. No difference atall.
