City libraries shut out of broadband stimulus money?

Looks like urban libraries are getting a bum deal when it comes to applying for broadband stimulus grants. The American Library Association wants this fixed.
The whole broadband section, as written, was structured to benefit rural interests. Even I was saying urban library folk would see no help from the stimulus bill as to broadband. With the crash timeline required under the fairly convoluted procedures Congress set up, there is not likely to be an exemption without breaching pretty blunt statutory language.
